Bible and Civil Government
To fully understand Romans 13:1-7 we need to cover or refresh on four Biblical foundations.
Foundation 2: All institutions of man are subject to God.
Civil government is an institution, like the family and church, established by God to order man and is subject to God.
Proverbs 8:15-16

All earthly authorities are subject to the authority derived from God.
Psalm 75:6-7

But God is the judge: he putteth down one, and setteth up another. |
As Sovereign, God can raise and put down kings.
Daniel 2:20-21

Remove the bound or landmark (ESV) references not a physical boundary but the bands in Psalm 2. They are moving the boundary that God has places on civil government away from worship of God to worship of the world. Note that through the prophet Hosea the people of the Northern Kingdom were warned that they would be held accountable for the actions of their kings if they condoned them. They were judged corporately.
